Civil Engineering- E. J. “Rusty “ Baksa, P. E.

Land Development Solutions was formed in June of 1992 by E.J. (Rusty) Baksa, Jr., P.E., with the goal of providing quality civil engineering design services at reasonable cost to clients in the East Tennessee Region. With over 15 years of engineering experience in the consulting field and in local and state governments, Baksa recognized that there was a need for a small to medium sized firm with a broad base of experience and relatively low overhead. This combination of large firm experience and reasonable costs of services has been a successful addition to the engineering consulting community. The firm has experienced steady growth over the past 17 years in terms of clients, projects, staff, and sales. This growth has been tempered by a conservative fiscal policy that leaves the firm in a sound financial position, while allowing for opportunities to expand the client base, project types and project sizes.

Land Development Solutions is a Civil Engineering consulting firm specializing in site and utilities design. Our goal is to provide our Clients with cost-effective solutions to land development problems while mitigating impacts on adjacent facilities and the environment. We recognize that understanding our Client's needs is essential to providing quality services. Each project undertaken has a detailed scope of services generated through a process that actively includes the Client. Typical services provided include: Planning and design of site development plans for public facilities, residential and shopping center developments, restaurants, offices, and industrial sites; Design of storm water detention facilities, storm drain systems, erosion control facilities, and analysis of floodway elevations and boundaries; Planning and design of streets and highways, intersection improvements, signalization, and traffic impact analyses; Planning and design of water, sanitary sewer, and natural gas utility services.

Owner and Principal Engineer, Rusty Baksa, P.E. has over 31 years of experience in the engineering profession, primarily in the land development and transportation areas. Baksa graduated from Michigan State University with a B.S. degree in Civil Engineering in 1977 and has a Masters Degree in Civil Engineering – Transportation from The University of Tennessee. Breck Bowlin, P.E. joined Land Development Solutions as a Design Engineer in December of 1994. Bowlin graduated from the University of Tennessee with a B.S. degree in Civil Engineering. Chad Brown, P.E. joined Land Development Solutions as a Design Engineer in October 1996. Brown completed his B.S. degree in Civil Engineering in December of 1996 at the University of Tennessee after receiving a B.A. degree in Engineering and Math at Maryville College in 1993. Matt Sprinkle, P.E. joined Land Development Solutions in June 2005 as a Design Engineer. Sprinkle is a graduate of Tennessee Technological University where he obtained his B.S. degree in Civil Engineering in 1997. Lori DeRoos, P.E. joined Land Development Solutions in November of 2005 as a Design Engineer. DeRoos graduated with a B.S. degree in Civil Engineering from the University of Tennessee in 2000. Eddie Miller, R.L.S. joined Land Development Solutions in 2000. Miller’s background includes over 25 years of surveying related experience.
